Our Story
With a history of over 165 years of education and training, the Bendigo Kangan Institute (BKI) Group is a dynamic and evolving organisation that comprises of the following business units:

•       Kangan Institute and Bendigo TAFE
•       VETASSESS
•       eWorks – now integrated with VETASSESS
 
We are a major Vocational Education Training (VET) provider, with significant footprints in both Victorian regional and metropolitan areas through our TAFE trading brands: Bendigo TAFE and Kangan Institute.

Bendigo TAFE and Kangan Institute merged in 2014 to become one of the state’s largest and most innovative public providers of vocational education. 

Our TAFE operations offers over 350 courses across key training disciplines including automotive and trades, business and information technology, food and fibre, hair and beauty, health and community services, creative, culinary and hospitality as well as specialised Indigenous and foundation courses. In addition, BKI is one of only three TAFE providers offering vocational education and training to the expanding Victorian prison system.  

As one of the state's largest providers of apprenticeship and traineeship training, we have strong relationships with many businesses and cater for students seeking industry-relevant training in a wide range of disciplines and on-site training options to suit the unique needs of the individual learner or organisation. Our courses range from certificate to diploma and advanced diploma levels.

We strive to be acknowledged as a leader in work and life skills, and employ over 1,000 staff servicing over 65,000 student enrolments and skills assessments each year. Our focus is upon providing real skills, real education and real jobs.
Kangan Institute

Based in metropolitan Melbourne, Kangan Institute has a proud history of delivering high quality learning to both the community and industry along with strong ties to the international community offering education in India and China to name a few.  Our metropolitan footprint encompasses campuses in Broadmeadows, Docklands, Essendon, Moonee Ponds and Richmond.

Industry aligned vocational courses and training services are provided to individuals and businesses, with students and apprentices ranging from school leavers to mature age learners.

Bendigo TAFE

Based in regional Victoria, Bendigo TAFE has been transforming lives for more than 155 years. The institute has a rich history of providing education for local people and preparing them for work in local jobs. Our regional footprint encompasses a network of five campuses - Bendigo (3), Echuca and Castlemaine. We work closely with local organisations and industries to ensure that the training courses are relevant and support the needs of the community and the local industries.

In 2019 the Victorian Government announced the allocation of $59.9 million for the revitalisation of the Bendigo City Campus. The works has already commenced, due to be completed in 2021.

VETASSESS and eWorks

In 2019, a thorough independent review of our online education arm eWorks was undertaken. The purpose of this review was to determine how best to enable eWorks' success in meeting the needs of government, its customers and people. The review found that there were a number of advantages to be gained by integrating eWorks into VETASSESS and so from 1 January 2020 eWorks has been officially integrated with VETASSESS.
About VETASSESS

As a leading Australian assessment provider, established in 1997, VETASSESS offers skills assessments for migration purposes delivered across a range of trade and general professional occupations to the Federal Government’s Departments of Education and Training and Home Affairs. VETASSESS is located in Melbourne and maintains offices through contracts with partners in India, China and the Philippines. It also provides occupational and course entry tests and consultancy services in assessment and training to governments across Australia and internationally.
About eWorks

Established in 1998, eWorks is one of Australia’s leading e-learning delivery and consultancy specialists, offering a range of products and services delivering interactive and engaging digital course content through the innovative use of technology. Building upon their strong foundation in servicing the national VET (Vocational Education Training) system, government organisations and training delivery organisations, eWorks is focused upon delivering high-quality, reliable online training delivery solutions.

In 2019, eWorks applied their innovative approach to establish an eTeacher Centre of Excellence in 2020 to exclusively deliver eFacilitation skills training for the VET sector in Australia and New Zealand. A new partnership with the Institute for Drone Technology was also launched to develop online modules of drone pilot skills, utilising mobile first immersive learning.

Bendigo Kangan Institute’s 2020-2025 Strategy aims to position the organisation as a nationally renowned education institute, teaching and training to meet industry and government demands of today, while being equipped to adapt to the requirements of the future.
 
 To achieve this, we have set seven strategic goals;

  • Make the student the central focus of what we do
  • Capture a bigger and more diverse market share
  • Build a reputation for academic quality and relevance with students and industry
  • Become recognised as a strong and responsive partner with industry
  • Build innovative training resources and practices
  • Maintain a highly professional, efficient and engaged workforce and organisation
  • Become a financially sustainable TAFE
 
To achieve these goals, our work over the next four years will be delivered through six activity streams, working as a matrix.
 
Each Strategic Goal aligns to multiple Activity Streams, and this is how all staff can recognise that their work is contributing to the success of the 2025 Strategy.

Our strategic goals span Bendigo Kangan Institute – they are not siloed to either TAFE. The success of these goals will benefit the entire organisation and it will take all of us to make it successful.

The VET Sector
What is Vocational Education and Training (VET)?

VET programs provide education and training that directly relates to developing the skills and knowledge for employment within a chosen Industry. Students can do a VET course at a registered training organisation (RTO), such as a TAFE, a university, a secondary school, a community education provider, or a private training provider. These courses will suit students who enjoy training in a practical and hands-on environment.

How are we paid?

Government Funded Courses
Our revenue comes from a combination of States and Territories (VIC, NSW, TAS, SA, QLD) Government subsidies, Australian VET Student Loans, and direct payments of fees.

A subsidy is the amount of money State Government pays, through for example HESG, to an RTO for training delivery for eligible students.
 
Payment occurs during the period of engagement (training).

Each State has their own payment process, however in most cases a first payment occurs when we report to the government that a student has commenced that unit of competency.  Final payment is made when the final result is entered into Banner (the student management system) and reported to the government.

Each RTO sets its own fees for the training it delivers. Students pay the gap between the government’s subsidy and the RTO’s fee.

Fee for Service Courses
Fee for service courses, which have no government subsidies, are courses where the cost is covered completely by the student.
What is Skills First?

The Skills First reforms of the training and TAFE sector, launched in 2016, is the Victorian Government’s
commitment to provide high-quality training leading to real jobs.

Skills First builds on the Victorian Government's commitment to the training and TAFE system. It is ensuring Victoria's training and TAFE system is better managed and delivers programs that lead to jobs.

Skills First offers real training for real jobs, through:

  • High-quality training that students and industry can trust, aligned to industry and workforce needs.
  • Funding for high needs learners who need additional support to engage with and succeed in education and training.
  • Access to targeted, relevant training for students in regional areas

Our Obligations

2018-19 TAFE VET Funding Contract (extended to 31 December 2020) – Skills First Program
The contract and related guidelines set out the requirements that we must abide by to maintain compliance as contracted providers in receipt of government subsidy. They also set standards of behaviour and minimum requirements for the delivery of training services. 

Other States and Territories Funding Contracts
BKI has to comply with all Funding Contracts. Each State and Territory conducts their own audits. Results of these audits contribute to BKI Risk Level assessed by ASQA.
 
Skills First Quality Charter
This Charter is intended to help us understand the Department’s expectations of the provision of key aspects of Training Services. The Charter sets out what we must do to satisfy the Department’s expectations. We must comply, at all times, with all parts of the Charter.
 
Skills Victoria Training System (SVTS)
We must use SVTS to report all student statistical data and claims for funding. Reporting is in accordance with the requirements in the TAFE VET Funding Contract and the Victorian VET student statistical collection guidelines.
Funded Course List
The funded course list outlines the subsidies provided for eligible students.
The funded course list only includes courses that:

  • Align with industry needs and workforce demands
  • Represent government priorities, including rolling out the National Disability Insurance Scheme (NDIS), responding to family violence, and completing Victoria’s infrastructure projects
  • Have strong job outcomes, such as apprenticeships
  • Meet other social needs, such as foundation skill courses.
Victorian Registration & Qualifications Authority (VRQA)
​​​​The VRQA is Victoria's education and training regulator. They are an independent statutory authority that work to assure the quality of education and training in Victoria. They apply standards to education and training providers and accredit courses and qualifications.  The VRQA register apprentices and trainees, approve their employers and assure all parties meet their contractual obligations.

The Standards for Registered Training Organisations 2015
These standards:
  • Set out the requirements that we must meet in order to be an RTO,
  • Ensure that training products we deliver meet the requirements of training packages or VET accredited courses, and have integrity for employment and further study; and
  • Ensure we operate ethically with due consideration of learners’ and enterprises’ needs.


VET Student Loans
VET Student Loans is an income contingent loans scheme intended to give eligible students access to quality higher level VET qualifications (Diploma and above), particularly those students who could not otherwise afford to pay upfront.
Course eligibility for VET Student Loans will be limited to courses that have a high national priority, meet industry needs, contribute to addressing skills shortage and lead to employment outcomes.
Australian Skills Quality Authority (ASQA)
ASQA is the national regulator for Australia’s vocational education and training sector. ASQA regulates courses and training providers to ensure nationally approved Standards for Registered Training Organisations are met.

Our Campus Locations
We have a variety of campuses in both regional and metropolitan areas.  We are also one of three TAFE providers of vocational education and training to the Victorian prison system, with over 7320 students across public and private prisons and forensic mental health facilities enrolled in 2018.

Broadmeadows – Pearcedale Parade, Broadmeadows

With public transportation nearby and on-site parking aplenty, our Broadmeadows campus houses a number of leading learning facilities including: Transport and Logistics Centre. There’s also Richard’s Restaurant – a fully licensed, hospitality training facility - and the Gunung-Willam-Balluk Learning Centre for Indigenous students.

Bendigo City - 136 McCrae Street, Bendigo

Bendigo City Campus is the main campus for Bendigo TAFE. The campus includes modern training facilities in a mixture of original buildings dating back to 1856 and purpose built buildings in the 1980s and 1990s, such as restaurant 18eightyseven, a fully resourced library and a business and technology centre.

Docklands - 1 Batmans Hill Drive,  Docklands

When it comes to learning about automotive, few facilities rival our Automotive Centre of Excellence (ACE) Campus in the Docklands. 

Put simply, it’s one of the best pathways into the auto industry.

With the Victorian Urban Award of Excellence and a five-star green rating, the facility is now a major player in Auto Technology.

It incorporates:

  • World-class vehicle and engine testing facilities
  • New workshop spaces
  • A purpose-built auto electrical lab
  • Home of our ELICOS program
The campus is also a short stroll away from many of Melbourne’s major retail, service and manufacturing industries.

Charleston Road, Bendigo

Bendigo Charleston Road Campus was built on the old Bendigo Saleyards site and was completed in 1997. Major capital works projects at the Charleston Road campus in Bendigo have added two new buildings and refurbished existing buildings to incorporate sustainable technologies.

The campus boasts its own student amenities area, student association, library service and canteen. Vast parking makes this campus accessible to anyone driving, as well as being only 10 minutes’ walk from Bendigo Rail Station for people travelling from regional areas.

Bendigo Myers Street – 21 St Andrews Avenue, Bendigo.

Our Myers Street campus is located on the corner of St Andrews Avenue and Myers Street and delivers technical training programs including VCAL and school-based apprenticeships to young people in our region.

Essendon - 38 Buckley Street,  Essendon

Located centrally in the leafy business surroundings of Melbourne’s north, our Essendon campus is ideal for those pursuing opportunities in small business, training and assessment, community services and criminal justice.

Castlemaine - 65 Templeton Street, Castlemaine

Bendigo TAFE Castlemaine Campus contains modern learning facilities and services the Mount Alexander Shire and its surrounds. 
Being one of Bendigo TAFE’s smaller campuses, we can offer friendly and personal service to our diverse student population – whether young or mature age students or to our many industry clients.

Moonee Ponds - 21-31 Hall Street, Moonee Ponds

We believe our health and nursing facilities at our Moonee Ponds campus are some of the best in the state.

Echuca Campus is a modern facility in Hare Street and is the hub of community based industry partnerships and activities, aimed at providing a skilled workforce for the local community.
